Abstract: The talk will briefly present the background of the Special Jurisdiction for Peace (JEP) and then explain how coordination and articulation with the Special Indigenous Jurisdiction (JEI) have taken place. Through concrete examples, both from Macro Case 09 on the impact on ethnic communities and from the Amnesty or Pardon Chamber, the goal is to demonstrate how it is possible for ordinary judges to recognize and work with indigenous jurisdictions in an appropriate and effective manner. Additionally, it will highlight how the dialogue between the two jurisdictions has contributed to strengthening the restorative justice applied by both systems.

Biography:

Magistrate of the Amnesty or Pardon Chamber and coordinator of the gender commission of the Special Jurisdiction for Peace (JEP). She has also served as Vice President of the same jurisdiction for the period from 2020 to 2022. She has worked as a senior attorney at Women’s Link Worldwide, as an assistant magistrate at the Council of State and as a senior attorney at the Inter-American Court of Human Rights. She studied law at the University of Los Andes (Colombia) and did a Master’s degree in Human Rights and International Criminal Law at the University of Utrecht (The Netherlands). In addition, she has been a professor at the University of Los Andes, Externado de Colombia and Javeriana de Cali, and has given many conferences and lectures in various Latin American countries. She is the author of two books and multiple academic articles.
